Huge news from @BoydKRutherford today re: MD’s SBR program.
“all executive branch procurement units under the authority of the governor must reserve all procurements valued between $50,000 and $500,000 for the Small Business Reserve Program.”
Titanic shift for state procurement.
Reading it - it really establishes for 50-500k procurements SBR as the baseline procurement method/framework.
How the waiver process for SBRs vs. the current waiver process with M/WBE goals is the key. Will waiver requests be rubber stamped or will due diligence go into each evaluation?
Keep an eye out for how those procedures are drafted, implemented, then carried out.
Also worth noting that procurements under DBM/OSP for “human, social...services” are exempt.
Bottom line though - I think this is great news for the Maryland small business community. May they all succeed and swiftly graduate out of the program.
