I’m aware of vanishingly few studies finding community spread rate is disconnected from school transmission risk. In fact, it’s one of the most consistent findings: with lower spread, schools are very low-risk; at high rates, the probabilities change. In the end, I think this is basically just bad communications and using terms awkwardly. But being the official account of one of the nation’s largest school districts, this is something they need to be careful and accurate about!
