U.S./European policy has to take on both.
last june, @UN_SPExperts issued a landmark statement highlighting Chinese human rights abuses. https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=26006 we said this about national security legislation and Hong Kong:
#China responded by saying, among other things, we were wrong, acting against our mandates, etc etc. http://www.china-un.ch/eng/zywjyjh/t1792660.htm
this is what #China wants: a system of human rights 'enforcement' that has no teeth, no normative power, no voice. this is what they are fighting for at the UN.
