I've seen a lot of arguments made recently that Frank inherited some fantastic Chelsea squad and therefore should have done better.

This. This is the squad he inherited. Is this a good squad? It's not. In fact, It's f*cking laughable to even suggest it's anywhere near that.
A year on and a grand total of 2 of these players are part of Frank's regular line-ups.

He inherited the single worst GK in Premier League history(statistically speaking) and a back-up whose level was about the same.

He had Rüdiger, Christensen and Luíz as CB options(🤣)
His left-backs were freaking Alonso and Emerson.

He had a Azpi, who to put it mildly, is suffering from a quite sizeable decline, and Davide f*cking Zappacosta at RB.

His only "recognized" DM(one of, if not THE most important position in his system) was Jorginho.
Kanté, the club's best player after the sale of Eden Hazard to Real Madrid, was only fit for 50% of the season and was pretty much never fully fit because of it.

RLC I could might as well not have included.

Kovačić was POTY last season but be honest...
everyone, and I mean EVERYONE(okay, 75% maybe) were screaming for us to NOT sign him because of how poor he was the season before so he must have been really amazing indeed.

Ross Barkley, who values the party life more than football and Danny "I prefer not to speak" Drinkwater
were an actual part of his inheritance. They were in Sarri's f*cking will.

Pulisic was a great inheritance but he was a 20-year old needing time to settle in and the man-management Frank did with him was world class, surely no one can deny that?
Callum was also a good inheritance but he too had his injury issues. Not only did he come into the season with a potentially career ending injury, he also suffered no less than 6(yes, six) injury set-backs from November to May.
Willian and Pedro? Ehh, yeah.

Giroud has been a decent servant but do you want him as your only option when you want to play an aggressively pressing style of play which requires mobility?

Giroud has NEVER been a fit for Lampard's ideal system, which is why he never...
gave him a chance in the first place. He got his chance because he didn't have a choice and has been kept around because he's a great plan B and is still playing his own game to a very high level. Not to mention his positive influence on the younger players in the squad.
You want to talk about the likes of Reece James, Tammy Abraham, Mason Mount, Billy Gilmour, Fikayo Tomori etc? 100%(all) of those players were brought in by Frank. He, not Sarri but Frank gave them their chance.
You want to talk about Hakim Ziyech, Kai Havertz, Timo Werner, Ben Chilwell and Thiago Silva? Lampard convinced these players to join, not someone else but Lampard.

You want players like Marc Guehi, Tino Anjorin, Billy Gilmour, Conor Gallagher, Tino Livramento etc...
to make it at Chelsea? You want the club to win the race for players like Erling Haaland, Declan Rice, Gigio Donnarumma and José Gimenez? Then Frank is the man to give those players a chance and Frank is the man to convince those players to pick Chelsea.
You know how I know that? Because he has proven it. What other managers can say that? Tuchel? No. Nagelsmann? No. Allegri? No.
