The usual suspects are up in arms. The haters are carping “why isn’t Israel vaccinating the Palestinians as well?” and the hasbarists are whining “Israel doesn’t have to. Stop being antisemites” But neither side has yet made a compelling case or answered the 2 key questions >
First question. Do the Oslo Accords which gave the Palestinian Authority responsibility for healthcare in the West Bank and Gaza replace Israel’s responsibility as the occupying power under the 4th Geneva Convention? Second Question. If not, what’s the extent of responsibility? >
What level of healthcare does an occupying power have to provide under 4th Geneva Convention? The same as its own? Assuming Israel’s responsible for vaccinating the Palestinians in the West Bank and Gaza, how fast is it required to do so? Can it vaccinate its own citizens first?>
So far the debate over Israel’s responsibility for vaccinations of Palestinians, for and against, has been heavy on slogans and devoid of legal realities. Much like most of the Israel-Palestine debate in general. Do some homework first. (And yes, I don’t have the answer either)
This being twitter. Plenty of people responding to this thread seem to think I’m on either side of the debate. I’m not. I don’t know if Israel has a legal obligation to vaccinate Palestinians in WB and Gaza because it isn’t at all clear how Oslo Accords and 4 Geneva C apply here.
