#Article 135: Presidential address to Parliament.
"The President of the Republic addresses one or both Chambers of Parliament, either
in person or in a message read on his or her behalf by the Prime Minister. [...]
There is no debate on such communication.

When not in session, the Parliament or one of its Chambers is convened specifically for that purpose."

What exactly does "There is no debate on such communication." mean?

Article 143: Appointment of prosecutors.
First Paragraph: "The Prosecutor General and the Deputy Prosecutor General are appointed by a presidential order after approval by the Senate."
Second Paragraph: "The President of the Republic nominates one candidate for each position after
consultation with the Cabinet and the High Council of the National Public Prosecution Authority."
Question(s):

(1) Can- and has- the Senate disapprove(d) any such nominations by the President?
(2) If the Senate cannot - and has not so far - disapprove(d) any such Prsedential nominations; isn't the (mere) act of (such) nomination by the President, an act of appointment?
(3) What is a Presidential order for, i.e, what does it serve?

Third Paragraph: "Other prosecutors are appointed by Prime Minister's order after approval by the High Council of the National Public Prosecution Authority."
In other words, if the President nominates both the Prosecutor General and the Deputy Prosecutor General, who are approved by the Senate upon which are appointed by a Presidential effectively making them the President's emissaries; [...]
[...] and who, by virtue of their positions, constitute the "High Council of the National Public Prosecution Authority" which approves "Other prosecutors"; what is the purpose of the Prime Minister's order?

Article 116: Appointment of Cabinet members.
First Paragraph: "The Prime Minister is selected, appointed and dismissed by the President of the Republic."
Interpretation:
(1) The Prime Minister, by virtue of the fact that he/she is unilaterally, without consultation, appointed by the President of the Republic; the Prime Minister, therefore, is effectively beholden to the President of the Republic.
(2)It means,the Prime Minister serves the President & his/her interests. Since the Prime Minister is,unilaterally although not explicitly stated, dismissed by the President; it (may) make(s) the Prime Minister,in self-interest & self-preservation, act obsequious to the President.
Second Paragraph: "Other Cabinet members are appointed by the President of the Republic after consultation with the Prime Minister."
Interpretation:
It's possible to be appointed to a ministerial position by simply befriending or ingratiating to the Prime Minister.

Article 112: Powers to enact presidential orders.
First Paragraph: "The President of the Republic enacts presidential orders by virtue of the powers vested in him or her by this Constitution and other laws."
Second Paragraph: "Presidential orders on the following matters are approved by Cabinet:"

"2°. establishment and determination of responsibilities of services in the Office of the President, the Senate, the Chamber of Deputies, and in the Supreme Court;"
Possible Interpretation:
The Senate, the Chamber of Deputies and in the Supreme Court, work under the guidelines of (given by) the President of the Republic.
Question(s):
(1) If the above mentioned (organs) institutions are established - and their (possible) responsibilities of services are determined - by a Presidential order, subject to approval by the cabinet, headed by the Prime Minister who is appointed by and therefore, [...]
in effect, beholden to the President; how independent are these (organs) institutions from the (possible) influence of the President of the Republic?
(2) If the Supreme Court is established - and its responsibilities of service(s) are determined - by a Presidential order; how does this affect (what effect does this have on) Article 150: Independence of the Judiciary?
"4°. appointment and dismissal of the following judges and prosecutors:"
(a) the President, Vice President and Judges of the Supreme Court;
(b) the President and Vice President of the High Court, and the President and Vice President of the Commercial High Court;
(c) the Prosecutor General and the Deputy Prosecutor General.
