IN THE OLDER TIMES,THE ATTRIBUTES OF THE KHAWARIJ WERE: 

1.Takfir of Ali and Uthman,and other Sahabah(radiyallahu'anhum)

2.Takfir of the liar,fornicator, and other doers of sins less than kufr. 

3.Rejecting that Allah will be seen on the Day of resurrection and the greater...

...intercession. 

4.Saying the Quran is created. 

5.Cutting the hand of the thief from the shoulder. 

6.Rejecting the penalty of stoning. 

7.Killing the people of Islam(Tawheed) and leaving the people of idols (Jews and Christians)

AS FOR OUR TIMES, THE ATTRIBUTES OF THE KHAWARIJ HAVE BECOME KNOWN AS:

1.Whoever rules by the book of Allah and the sunnah of His prophet (SAW) and calls towards it.

2.Whoever makes takfir of the Tawaghīt and those who fight for them.

3.Whoever wants to aid the people...

...of Islam and defend them from the assaults of the kuffar and apostates. 

4.Whoever calls not to ally with the kuffar and to not support them. 

5.Whoever wages jih@d in the path of Allah. 

6.Whoever disbelieves in democracy and the fabricated man-made laws and believes in...

...the book of Allah and the sunnah of His prophet.

7.And lastly, we are in a time where no one wages jih@d except "Khawarij" and no one rules by the Shariah except the "Khawarij".
