You have to visit the schools, I preferred to go around lunch time and sit in the parking lot without going in and just observe the teacher/ parent and child interaction at that chaotic time.

I remember I once went to a one popular one starting with a D and found a child crying and the teacher aides ignoring him. I immediately crossed it off my list.

This will show you where your money is going... if the resources are poor then you know your school fees is being used for “other” things and not your child’s development.
Extra curricular activities offered by the pre - school (which usually aren’t included in the school fees) will also determine your choice of a primary school.
