I think step one should be the realisation that two weeks is only a breathing space to plan 2021. There is no way a single two week break will be enough to slow the juggernaut that is #COVID19UK
Hybrid learning will be the key.
Need to determine which students can do this.
Home computer and internet access.
Supervision at home.
Not socially or educationally vulnerable.

There should also be attention paid to any students that begin to fall behind. Occasionally requesting that student comes into class for a “boost”.
Finally, schools should return to in person learning when the clusters are small enough for test trace and isolate to cope with. The staff and students at the school should not be entering from a zone where there are significant numbers of cases of no known source. (n<5?)
If schools reopen without any control of the pandemic by test trace and isolate, there will be an inevitable rebound effect.
Every classroom must have mandatory masks K-12, CO2 monitoring continuously, ventilation and/or filtration.

Rapid tests are not able to take the place of public health measures in schools. Schools are only as safe as the community they are in. Make them safe by driving down community transmission, keep them safe with full public health measures.

One of the biggest mistakes has been bowing to pressure from parents (understandable needs) to keep schools open despite danger. There should be clear guidelines on closing down schools early if there are n=? cases in the school community, or its catchment area.
The entire year needs to be planned as a curriculum that can be delivered both in person, and remotely.
This will allow a high degree of flexibility in outbreak response, while delivering good quality education.

For the highest chance of successful school reopening, please see the Melbourne Strategy. The longer you have with zero community transmission, the higher the chance of reopening schools successfully, and more importantly, keeping them open.
Every headteacher should be assigned a local public health officer so that they have someone to assist them to assess the local threat level.
