2/6 The reality is LA HAS been the test site of an experiment that went terribly wrong. Tough-on-crime policies were driven by fear & emotion, they were never driven by data or science.

Over the past 8 years alone these policies saw violent crime & homicides go up while...
3/6 ... racial disparities & mass incarceration continue to pervade at massive social & taxpayer cost.

We cannot solve 21st century problems with 20th century solutions. It's time for LA's justice system to be driven by data, not fear, hysteria, & dated notions of punishment.
4/6 Fear destroys our capacity to learn, & studies show, “juvenile incarceration results in large decreases in the likelihood of high school completion & large increases in the likelihood of adult incarceration.”

5/6 In fact, recidivism rates are often reported at 50% or higher for youth released from secure facilities, & as high as 70% for youth released from residential placement facilities within 2 years of their release.

Another study found that doing nothing with youth who commit delinquent acts resulted in better outcomes than placing youth in the juvenile justice system.
