Jaguars and Jets are basically mirror image jobs. Both have good amounts of draft capital, huge cap space, and similar amounts of free agents (30% snaps vs 32% snaps potentially lost). Jaguars have the slightly better draft situation and ownership situation.
Texans have the best QB of the group of openings but no draft capital at all and limited cap room. They dont have many free agents (18%) so if you like the current roster its a clear win right away job.
Falcons and Lions are teams that need to rebuild but dont have the Jags/Jets situations at the moment. Falcons have big cap issues and Lions are not in a great spot with the cap either. Lions have 28% of their snaps up in free agency. Falcons 23%
