Apparently, the trans right movement is led by philosophers like Talia Mae Betcher.

In fact, it's principle architect in the UK is Stephen Whittle. And here he is, in 2014, on the GIRES website.

GIRES was set up in the early 90s by Press for Change, the trans rights lobby ground co-founded by Whittle - in which Christine Burns also played a prominent role. The function of GIRES was to disseminate pseudo-scientific information to underpin the political claims of the trans
right movement, which rested largely on claims about 'trans' being an 'intersex condition of the brain'... that is 'the brain of one sex trapped in the body of the the other sex.'

This is from Lynne Jones' website published just after passage of the GRA. Jones didn't invent these ideas, she got them from her time on the Parliamentary Forum, whose member included Whittle, Burns, and other ppl from GIRES.

This is the report of The Interdepartmental Working Group on Transsexual People from 2000.

It contains an Appendix A that reprises the 'wrong brain sex' thesis.

It also contains another appendix which advises the government to treat transsexualism as an intersex condition, because even though there is no actual evidence for the wrong brain-sex thesis, it hasn't been falsified.
The report also contains excerpts from submissions that say things like this:
