What's the deal here??

Operation Warp Speed was first reported on April 29, 2020.

But 223 days earlier, Trump signs an Executive Order (EO 13887) on "Modernizing Influenza Vaccines" with some very strange parallels.

According to official documents, "Elements of Operation Warp Speed" include the following:

DOD
Department of Agriculture;
Department of Veterans Affairs
FDA
CDC
National Institutes of Health
Biomedical Advanced Research and Development Authority (BARDA).

Now going back to the 2019 Executive Order on Modernizing Influenza Vaccines, guess what?

We find ALL of the same agencies listed, with only 3 additional agencies that are not elements of Warp Speed.

That's 7 of 10. Coincidence?

Furthermore, the 2019 EO focuses heavily on the shortcomings of vaccine manufacturing methods, described as "insufficient to meet the response needs in the event of a pandemic, which can emerge rapidly and with little warning"

The EO says that "Government must take action to promote faster and more scalable manufacturing platforms."

What exactly are they talking about here?

Let's go back and look at the title of an article published 131 days before the executive order, on May 11th, 2019.

The article is called "Moderna mRNA influenza vaccine candidates VAL-339851 and VAL-506440 met phase 1 study end points".

It just so happens that mRNA vaccines are very fast and convenient to manufacture. They don't require cell cultures. They rely on PCR for manufacturing.

It is clear to me that the purpose of the 2019 executive order is to advance nucleic acid vaccines (mRNA or DNA), because they are highly responsive, flexible, and scalable. This experimental vaccine technology is perfect for a vaccines that need to be reformulated quickly.

It just so happens that coronavirus vaccines would also need to be reformulated quickly, or as the executive order puts it - "highly responsive, flexible, and scalable".

If I didn't know better, I would speculate that the 2019 EO was preemptive framework for Warp Speed.
