Indian Leftist Bureaucracy- The Biggest Obstacle in National Self Actualization

One of the biggest colonial legacies ,which was meant to preserve the British Raj,

the steel structure of India has become a rusted iron cage,which needs to be dismantled from its current form and game changing reforms need to be introduced,which holds bureaucracy accountable for the inefficiency and ineffectiveness which have been its hallmarks in India.

The set up to preserve British Imperialism was used well post Independence to further the power of the socialist state.

One country which inspired Nehru the most was USSR. He wanted to model India on the lines of USSR,so he had to make bureaucracy adapt as a tool in his leftist+
agenda.

Mention of USSR is important here,as we must know who was ruling USSR in the years when Nehru was influenced by its policies and when he became the PM of India.

It was none other than Stalin,one of the worst communist dictators in world history,who used bureaucracy in+
name of 'the dictatorship of the proletariat' to cement his power and authority,through infamous Great Purges.

Things could not have been same in India,India being a democracy.USSR reference is to understand the influence on mind of the leader.

Coming back to India,

bureaucracy was the 'bourgeois' of India, which influenced by socialism , believed that they were the 'Mai-Baap' of Indian citizens,who had the onus/ burden of improving the lives of common citizens through welfarism. Similar to White Man's burden,where the white men +
actually never wanted the upliftment of the 'Blacks/ Asians/ Africans' but it was simply a rhetoric to impose their own racial supremacy.

The maai-baap culture led to accumulation of power in the hands of bureaucracy from the streets of Ramgarh to the corridors of Parliament.
Who gives up his/her privileges after getting them?
Here it was a whole group with the administrative system in its control, which would never want their status and privileges to be challenged. Rest of the thread should be read in this context.

The socialist-leftist policies of+
the govts helped them consolidate their power and privilege.

The bureaucracy didnt want the people to learn the art of fishing,but to dole out fishes to public,with a share .Policies such as License permit system helped them in their agenda.

Rules,regulations, documentation,
+
clearnaces,approvals etc were complicated deliberately to ensure that they have the final say .Remember the 'sign of a gazetted officer to attest documents' till NAMO did away with it? A babu sitting somewhere in the secretariat must have thought of this rule to complicate the+
simple process of document submission of even a student, and ensure a marking impact on his mind about the power of that 'Gazetted officer', indoctrination in the minds since start to realise the power of state even in simple form submission to a school or a college.

Rajiv Gandhi had infamously said that when central govt sends 100 paisa,only 15 paisa reaches the needy. Where had the 85 paisa been disappearing since decades if not in the pockets of bureaucrats which was used to fund their own children in the best of American and European+
universities while the govt schools in India struggled to get toilets built while students lined up to get their certificates attested.

While there are just thousands of elected political representatives who can indulge in corruption,there are lakhs of bureaucrats who can do so.
Including all from lower to upper bureaucracy. Imagine the drain on our taxes.

Things started changing post 90s reforms,of LPG,forced upon India by IMF,most of whose credit is taken by MMS and PV Narsimha Rao govt.

More avenues of employment were created in private sector. +
Small companies started floating, the IT sector started blooming. Then followed the Internet revolution,the digital era in 2000s,followed by no of Unicorns, the new Stars of India,Social media icons,the new Biz world,the new billionaires, new authors, new entrepreneurs etc.

The power had started shifting,is still shifting,but the bureaucracy doesnt want to let its grip go so easily,they are accustomed to the 'Maai-baap' culture.

The chaos,the confusion,the disorder suits their agenda. More the chaos, more power and authority they get to+
exercise- for example- the recent Corona and lockdown phase.
An orderly and peaceful state will give rise to competitors from private sector and biz world,the new stars in public eyes will appear. Its not that they can stop it,but they do complicate the things.

They cannot+
tolerate even an anonymous handle on History getting an upper hand in the eyes of the public,this is the psyche,the grudge which they carry even for months,just because of being questioned. They just cannot accept the fact that some one from citizens can question or challenge+
them, just like rulers of Medieval India who wouldnt like to hear 'no ' for an answer.Even if it means displaying authority on a platform like Twitter where millions can see the brazenness,but none can challenge,only complain.

What would happen at a village or district level+
in case someone questions such officers,where there is no media glare and no social media,one can only imagine the extent of depraved mindset and the suffering of common citizens.

You pay for their salary,throgh taxes,but you cannot question them,nor you can hold accountable+
even in gruesome incidents of volations such as Munger Durga Visarjan incident. No action ,no accountability of the officer under whose jurisdiction the innocent lives were lost and many maimed,despite a national outcry.

You are that helpless as a citizen,the system will go to+
save one of their own to any extent,reason why none of the corrupt bureaucrats are easily caught for corruption,despite their cuts from Mid day meal scheme to construction of school/hospitals etc. The system has been designed to save them,not to hold them accountable or guilty-
as we assume.

The law and order machinery of a city gets paid to ensure our safety, but just check the status of crime in your own area,and you will realise the dereliction of duty most have been engaging in since long while enjoying the perks and privileges at your own money.+
People here are no less fools.
The police can not only get away from their accountability of saving the citizens,girls from rape,children from being kidnapped,but they can even become heroes too by simply encountering the caught criminals. Remember the Doctor Priyanka Reddy rape+
and murder case of Hyderabad in which the police didnt act the night before despite calls being made.Had they acted on time a life could have been saved,after all thats what they are being paid for.But they became heroes just few days later by encountering. Encounters have +
become a gateway to fame and escape from accountability of the position they hold. Till the rot is not cured,people dont educate themselves,crimes will keep happening blatantly due to police inaction, you will keep crying and running hashtags against police on day 1 and for +
police on day 2 after encounters.

In this way the position and power of bureaucrats will get cemented while no change in law and order will take place.
All this serves their own agenda,and not welfare of the society.

While the District Magistrate of your district will go to+
his home to take lunch surrounded by 10s of guards just as a colonial legacy, th daughters of ordinary households will still be looking for simple protection from eve teasers outside their school and college gates. The display of prestige matters more to many than security of +
your children.

Why cannot those ten guards in security of a DM be placed outside 10 girls colleges and schools? What threat does a DM face while going for lunch or his children face while going for a tution,while tens of policemen wait outside his tuition centre?

Nothing,its+
just a system to show you your place, the instilling of feeling of the the inequality,the privilege in the minds of your children who go to tuitions on cycle,while that of DM surrounded by 10 policemen. Its mere abuse of taxpayers money, the brazen display of authroity,while you+
cant even question them,after all u dont have the privilege to even hold those accountable who are getting paid out of your tax money.

NAMO in his first term had instructed bureaucrats to use social media for promotion of Govt policies and schemes and not for self promotion.

How many do u see daily doing their self promotion, sharing jokes and memes to gain followers? There are just too many.

Coming to productivity of the bureaucrats compared to those from other govt sectors and private sector who really contribute to the growth of the nation.

The sector which contributes most to the growth and productivity of the country should have more weightage in society.

In USA, the academicians, the professors ,the researchers are the most respected people among professionals,because they keep coming with new innovations,+
theories etc which help in growth of the nation.
A professor in USA has to come up with a research paper regularly to hold on to his job,he has to work for it lifelong.

In India,the most respected ones are bureaucrats who just have to clear an exam in early stage and rest of +
the life can be enjoyed with all the perks which one can imagine.

This is whats Socialism for the people. No accountability,no responsibility,no need to self improve like the ones in education,IT,Biotech,Medical fields. Fixed promotion after certain period irrespective of your+
performance, fixed perks and privileges with time.

It doesnt matter whether one was able to administer a district properly or not,doesnt matter whether one could control crime or took bribes for letting alcohol bottles cross the border or let trucks in the city during 'no entry+
zone' for 100 rs,cut of which goes to the top,leading to death of a school going child,or ordered police fire upon innocent devotees leading to deaths .It doesnt matter.

Until and unless big reforms are not set in projects like Smart city of NAMO will keep failing,money will+
keep spilling,coffers of corrupt bureaucrats will keep getting filled,their children will be studying in best of world's universities while you will eroding your shoes to get your child admitted in a decent college and you will keep running pillar to post to get them settled. +
While they will be hiring digital marketing agencies to further their image and followers on social media,even the city of which they are in charge might be lying in ruins with traffic jams,congestion, irregular encroachments, dilapidated govt schools. They will get the traffic+
cleared only when they are on a move through a common policeman who would be running infront of their vehicles like a servant of medieval princely state,just a khaki uniform in place of the red turban of those times.

You will keep honking,getting irritated at the state of +
affairs in your town,come back and run some popular hashtags with the same bureaucrats,lick their timelines because of your colonial mindest which the system ingrained in you since you were a child.

Ask for Reforms,Ask for Accountability.

Only NAMO is popular enough to take+
the bull by its horns, if this time is lost,we shall be in same state of affairs forever,with the system in complete control despite its inefficiencies.

Max Weber while describing modern Bureaucracies gives Charismatic Leader as the only solution to take on this Iron cage,or +
what we call the steel structure of India.
It has caught rust and needs to be overhauled, New India needs modern administrative set up,the same set of levers in tractors cannot be used in Merc SUVs.

The socialist bureaucratic set up needs to be abandoned for a new performance+
and productivity based system. Accountability is the key word.
