So, for example, if there is one large area of land which contends strongly with the same problem of, say, reconciling black national autonomy and indigenous claims to the land, then perhaps one joint governing body shall be established specifically for that area.

This really gets at the material purpose of borders and local revolutionary governments. It's not arbitrary stuff, they must be established strategically to administer areas which contend with many contradictions and conditions in common.
