Coordinated disinformation campaigns work well on Twitter because there's a false assumption of independence between accounts. "a couple thousand people can terrorize ... a huge force multiplier ... it feels like a vast army"
I'd say one solution is to penalize accounts exhibiting bot and shill-like coordinated behavior. Another is to reverse that, to promote provably real accounts by real people, discounting all others as unreliable until they're proven to not be bots or shills.
