2-3 months means the earliest the pipeline could have been completed was by end of December. That's exactly when it was
completed so the private sector was unable to timely procure extra LNG cargoes for Jan 2021 to utilise the 150 mmcfd idle capacity at the second terminal, given the short supply in LNG market by the time they could get a fair idea of when the pipleline would be ready.
"The Petroleum Division told the meeting that if a 17km pipeline at Port Qasim could be completed by mid-December 2020, an additional 150 mmcfd of LNG would be available through the private sector."

Notice how it was made very clear that it was NOT the govt but the private
sector that would import the extra cargoes. Govt has a total contracted capacity of around 1200 mmcfd which it would utilise regardless.

Shahzeb played clips of Nadeem Babar saying the same thing everytime but is either ignorant or trying to spin it into a contradiction.
YES, it is true that Sindh govt delayed the approval for the pipeline leaving insufficient time for PRIVATE sector to order extra cargoes, given the eventual tight supply in the LNG market by the time the pipeline was nearing completion.

YES, the govt did not get bids for all
cargoes in Jan 2021 as the supply situation had tightened by early December. Also, some players either stayed away or bid high allegedly because of the atmosphere created by media propaganda. YES, the govt raised an emergency tender via PLL later to see if it could attract cheaper bids and get some cargoes in the first half of Jan as scheduling of LNG cargoes is an important factor to consider. All earlier bids were from 20th Jan onwards. Unfortunately, no good bid
was received so the govt finalised the 3 spot cargoes it had already received bids for earlier.

At no stage did Nadeem Babar say that govt was looking to procure all 14 cargoes itself. He correctly stated that we have 1200 mmcfd of contracted capacity and we have arranged 12
cargoes already to utilise that (8 term, 3 spot in Jan plus 1 spot originally scheduled for 30 Dec which was later moved to Jan). The extra 150 mmcfd could only have been utilised if private sector had the chance to import. Thanks to Sindh govt's late approval and the tightening
LNG market situation, that never materialised. How is this Nadeem Babar's fault?
Shahzeb says that we should have ordered early. Assuming we had ordered at the start of October, it would still be a total of only 12 cargoes since the pipeline hadn't even been approved by then.
The prerequisite for the private sector ordering extra cargoes for the 150 mmcfd capacity was the pipeline's completion. That and the Asian LNG market supply situation had nothing to do with early or late ordering by the govt or with Nadeem Babar.
Shahzeb was so busy looking for
contradictions in Nadeem Babar's statements that he failed to realise the multiple contradictions in his own narrative.

1) Early ordering would have ensured we get 14 LNG cargoes.

No. As explained above, govt couldn't order more than the 12 cargoes they are getting now anyway.
2) Early ordering would save money.

Only a statement that can be made in hindsight. December futures for 2018 and 2019 show that the price dropped in November compared to early ordering in September. Meaning, we "lost" money by ordering in Sep for Dec last year.
3) Nadeem Babar is saying different things at different times in these clips.

No. Shahzeb just has poor comprehension or his research team needs to be fired. @shazbkhanzdaGEO

hain? Kyun edited clips chala ke statements ko spin kiya jata hai? Kyun ghalat interpretation kar ke loagon ko gumrah karte hain? Kyun nahin bataya ke 150 mmcfd capacity tou private sector ne import kar ke utilise karni thi? Kisi private sector representative ko bulaya show mein?
This kind of propaganda will only make Shahzeb himself look like a fool and destroy whatever is left of his credibility. He probably deserves it.
