The presumption here is that different countries have very different cultures. But cities across the world are more culturally alike than they are to the rural areas. It's clear to anything beyond the most surface level that it *is* cultural and not some unavoidable result of "modernity".
It's really not that deep either. While there are many obvious factors, the most basic one is just the obvious rabbit warren / insane cities / peasant aspects which have long been thoroughly written about.
