In 1899 Malatesta advocated the “organisation of us anarchists and the anarchist organisation of the masses”. In 1927 he thought there was a "need for specifically anarchist organisations which, both from within and outside the unions, struggle for the achievement of anarchism".
In 1927 the Anarchist Liaison Committee of Catalonia, which helped set up the FAI, advocated “anarchist groupings” which would “disseminate our theories . . . organise rallies, publish anarchist reading materials, and sow the seed of anarchism in every direction”.
Pierre Besnard argued in 1937 that “anarcho-communist groups”, which were distinct from trade unions, should “go prospecting among the labouring masses” in order to win "the greatest possible number of workers over to . . . the anarcho-syndicalist trade unions".
