Adherence to COVID-19 protocols is actually pretty high -- masking, etc. It's not easy to control a virus. People are not dying because they were foolish or just weren't as enlightened as the Twitterati sitting at their computers ordering Uber Eats. The COVID shaming is silly.
I think there has been a myth partially fostered by politicians and media and not tempered enough by scientists who know better that the trajectory of a virus depends on politics or some kind of public policy, well it's not that easy to control.
At most these public policy measures make a small difference, most of it is simply out of Americans' control and that is going to be true until there is widespread vaccination.
Los Angeles is not seeing an enormous COVID-19 problem because there is something wrong with the people of Los Angeles versus say the people of Miami. This is just an unscientific way to look at it (same as when the hysteria was about Georgia or the Dakotas).
