You cannot become a "target" of eugenics if you get old without having any children, because eugenics means either selectively increasing or decreasing the number of children that someone has in order to increase the frequency of 'positive' traits in the population.

If you are old with no children, you already did the eugenics to yourself - you reduced the frequency of whatever genetic variants make people more likely to have no children ... by not having children.

Euthanizing old people to avoid the torture of care homes isn't eugenics because it cannot change the frequencies of genes in the next generation (though it can redirect resources towards their children and prevent us from going extinct).
