Spoilage is an interesting concept to me. If we insisted that no banana goes to waste in a store, the effort to make that happen would cost way more than the food is worth. If we instead tolerate some waste - damage, spoiling, theft - the remainder more than makes up for it
If a goal is to help people, then help as many as we can. Don't try to parse out who doesn't need it. Just count the "undeserving" (whatever that means) as spoilage and the whole effort will be more efficient.
That is, of course, assuming your goal really is helping people.

And this isn't even getting into the notion of a person who needed help, got the help, and then used that as the boost they needed such that they could pay back the help come tax season. Some folks only need a ladder out of a pit.
