It's not declaring a maximum on wealth, it's a statement against the unequal accumulation of wealth through exploitation. Jack Ma is just a recent example of the relationship b/w the state and the wealthy that profited off of China's reforms. They are allowed to exist on a short leash and once their usefulness to the country's development has expired, they face steadily greater restrictions.
I'm not sure if OP was about China, but there are real shortcomings to their model that we should be honest about and studying. The CPC is far more self-critical than this.
I really need people to have a more nuanced understanding of development in post-colonial countries struggling against global imperialism. Deng was very clear about the national bourgeoisie being "a vacillating class" but using them to certain advantages in development
The issue of the KMT's blockade against the CPC base areas is analogous to the situation today of imperialism's encirclement of China and other country's struggling develop independently. The natbourg is at the same time a potential tool and potential threat.
The natbourg is a potential tool if it can be controlled and put under the leadership of the proletarian state - it is a potential threat given its "thousand and one links to imperialism" as Deng put it.
"Wealth" is not some abstract Platonic shape that has universal definition. There is national wealth, the wealth of the whole people, which is expressed in things like Chinese SOEs, SASAC, the national financial system, the pension system, etc...
..Then there is private wealth, those of the individual workers and those of the private capitalists that have accrued wealth via exploitation and your typical capitalist accumulation. Capitalist development has both benefits to national wealth development and inherent negatives.
Under the context of SWCC, capitalist wealth accumulation is allowed to the extent that it helps develop the national wealth. If it does not, it is restricted or outright not allowed. Those are the terms that capital is allowed to operate in.
So "wealth" needs to be understood in the context of how it is developed and for what purpose and for whose benefit.
