This is so sad to say, but he's right.
I was at the Waihi Beach bakery, line of 20 people going out the door. NO ONE SCANNED.

If there's a new outbreak we are in trouble and I think we really need to consider how we can improve compliance?

1. The basic QR code solution is pretty good, @honpeterdunne is complaining about getting his phone out of his purse, unlocking the phone (0000), scrolling to the last page of his installed apps (page 2) and clicking the button. I agree this is tiresome. contd.
There is a quicker way, unlock your phone and simple tap on the back side of your phone case, twice, like knocking on a door to auto open the covid app. Follow my instructions here.
SUGGESTION: They should be added to the covid app help guide. https://twitter.com/sponno/status/1315087759229370368?s=20
2. The Covid app uses the system built by Google and Apple to track people by Bluetooth. This is fantastic.
How many people have enabled this? @covid19nz?
How could we get more people to turn this on?

SUGGESTION: incentivise people to activate this feature, or make default.
3. If we had high Bluetooth enabled tracking, then we could put a Bluetooth beacon beside our QR codes.

SUGGESTION: find stores with high traffic volumes and issue a bluetooth beacon linked to the site. Eg supermarkets.
4. Stick & Carrot:
Stick. Fine locations that have very low scan compliance (eg set to 20% at the start). Base this on total scans / eftpos transactions. Flawed I know, but it could be a start.

SUGGESTION: improve compliance at store level. enforceable.
5. Carrot:
Tap into a little game theory and "hooked" psychology. https://medium.com/startup-grind/nir-eyal-why-you-are-addicted-to-facebook-slack-pinterest-468a86eb562

How can we make the app more addictive and improve compliance?
SUGGESTIONS:
- Social compliance (I'm part of a tribe), play a simple sound to show everyone in the queue, the shop owner, that I've scanned the app.

- Visual feedback, reward: after scanning play an animation of confetti exploding of the screen. Celebrating my scan.
- one arm bandit: actually turn the covid app into a device that could win prizes. When you scan, your device will play a different sound if you have won an "instant prize". (same sound as Lotto tickets getting scanned in diary/supermarket, different sound for winner/loser).
- gaming : scan streaks, 7 days scanning at least once streak. 14 day streak, earn coins, use coins to enter into national prize draw. (encourage daily compliance, vs frequency)
- gaming : the covid app could have little character, scanning everyday feeds the character, no scanning and the little character dies (or could be plant, scanning waters the plant)
- app badge (that little red icon that shows unread messages) - use this little number to show how many active covid cases there in NZ. This way passively I could see the current status of COVID without even having to open the app.
- app widget : add a COVID widget so you can see your scanning compliance (eg a little graph) of how many scans per day you are doing. Clicking the widget opens the covid app. (usability, self tracking)
- push notifications : Remind people via push notifications our current alert levels. If people haven't scanned in 7 days, send a push notifications to remind them and how they can keep their family safe. (can be done in device, using "local notifications")
- social proof : allow people to share the scan streaks to Facebook or twitter, Instagram (this is harder to do to make it engaging, engage an advertising company so this is fun). Add small badge to Facebook, twitter profile. Note which politicians that don't have it!
- engage : the current covid app is "highly functional", its only used for scanning. We want people to open it regularly, eg if you added news, or updates into the app, then people would engage more with the app, increase scan rates.
- teams : make scanning a sport, add your family and scan as a team, stay safe as a team. Everyone must get a streak, for the family streak.
- fitness / Pokemon : Turn scanning into a game, find a QR code to scan. eg I have to catch a specific QR code every day somewhere that is local to me. Could be run by a local Covid game master. Stores could opt in.
- covid lottery: (I've seen this suggested before). Every daily scan gets you into a weekly lottery, drawn live in the Covid app. Must open app to view.

SUGGESTION: Use AirNZ airpoints store for prize fulfilment
Summary: make people love the app. The cost of outbreaks and contact tracing far outweighs the cost of these suggestions.
