1. Transition was designed to promote an orderly transfer of power, because of the bipartisan consensus that "Any disruption occasioned by the transfer of the executive power could produce results detrimental to the safety and well-being of the United States and its people.”

2. Transition is, by nature and by statute, time limited. Every minute counts.

3. The post-election phase of the transition is crucial to ensuring that the incoming President and his team have the time to get up to speed on the issues, get personnel vetted / cleared, and more.

4. @JoeBiden 's transition got a late start because of Trump's refusal to accept the election results and @USGSA 's delayed ascertainment of the apparent successful candidate.

5. On top of the delayed post-election transition, Trump and certain members of his team are not fully participating in the transition process, including @DeptofDefense and @OMBPress

10. Agency Review Teams are authorized, by law, to get access to respective federal agencies and departments so that they can get briefed up on policy, personnel, budgets and more.

11. It appears that Trump and members of his team want to disadvantage Biden and his personnel on Day 1 - what they're doing is dangerous.

12. It puts us at risk.

13. We have heard reports that DOD delayed Biden transition team personnel access to intel entities controlled by the Pentagon.

14. We heard last week that the Acting SecDef stopped DOD transition meetings citing a mutually agreed upon holiday break - the transition team denied any such agreement.

15. While Trump has an axe to grind because he lost the election - his and his team's actions endanger all of us.

16. Biden's team is full of experienced seasoned experts, which will mitigate some of the damage.

17. But make no mistake Trump and members of his team are knowingly endangering all of us.
