Weed legalization/decriminalization delayed AGAIN. Technical issue with the decrim bill. Murphy wants to sign the legalization and decrim bills at once. But that's unlikely to happen ahead of a legislative fix, which is unlikely before 1/1/2021.

The technical issue involves how the decrim law would apply to those under 21. As written, penalties would be removed for kids as well as adults. Murphy wants it to be like to alcohol: Legal for adults to possess but penalties for those under 21.
The constitutional amendment to legalize weed, which passed in Nov. 67%-33%, takes effect Jan. 1. But the Legislature isn't scheduled to meet again until the new year. Unless Murphy changes his mind, it looks like weed will be in a weird legal limbo for at least a few days.
Murphy could just sign the legislation with an agreement for a legislative fix. But a source tells me he doesn't want to do that.
Or the Legislature could schedule a session this week and pass the clean-up legislation with an emergency, if they can get the votes. Doesn't sound likely, even if with remote sessions it's easier than getting everyone physically together during the holidays.
This could change, of course. But that's the situation as it stands right now.
I'm now told that there's some potentially problematic language re: decriminalization in the legalization bill as well. So both bills may need to be altered a bit in the clean up legislation.
