The initial explosion was targeting the AT&T center BUT MISSED. This is important.

FAA issued a classified No-Fly Zone. Basically Military Restricted Zone around the incident
An Energy Discharge of that magnitude will have an Ionization Trail left in the air and ionosphere that leads to satellite direction.

It is my theory that the RV was not just a decoy but an actual counter-weapon. They could have just used a car or rental van..
Whatever the RV was, it caused the DEW to miss it's target. Most likely some type of EM Signal Jammer.
