MSM is (AGAIN) doing huge disservice by blacking out full truth of the COVID Bill

1. Pres Trump leveraged the Impoundment Control Act of 1974 to box in Congress. Now he can defer or delay specific spending to the end of the Fiscal Year while also demanding beneficial provisions
2. He also invoked sec 6(a) of Consolidated Appropriations Act by designating emergency requirements to funding (including fund rescissions) pursuant to sec 251(b)(2)(A) of Balanced Budget and Emergency Deficit Control Act of 1985—gets Americans immediate assistance w/leverage
3. Since SCOTUS ruled line-item veto unconstitutional in 1998 Clinton v New York, Pres Trump used Article I, Sec 7 of the Constitution which includes the “presentment clause” to carve out an option that now puts the burden back on Congress for 45 days, well after Jan 6
