One of the people involved with the Georgia deal, for example, said he was so focused on an upfront payment of $1M that he gave up enormous backend and didn't even ask the Georgians to pay for his PR trip to their country--he had to eat the $250K expense.

In the case of Azerbaijan, he demanded $1.5M upfront, which sounds like a lot.
But he helped the Mammadovs launder $300M-plus. Normal $-laundering rates would get him more like $60M.
