Why do I get the sense that those making the argument that "knowledge creation, not just knowledge dissemination, is one of the fundamental roles of universities" are clueless about actually-existing universities in most parts of the world.
Sure, there are a select number of faculty at India's unis who are capable of and are carrying out good research but most unis lack the infrastructure and culture for research and it is more than sufficient if most faculty are capable of teaching reasonably well.

Needless to say, there are lots of other things I agree with entirely! Teaching-only faculty is a great initiative at research unis and I believe @IIITDelhi has done exactly that.
