India covered 177 pages, Iran 132 pages, Qatar 397 pages, Saudi Arabia 420 pages.

Chapter 1: Hosting vision and strategy.

India use their FIFA U-17 World Cup success as the main reason why they are the next big thing in football.

With a testimonial from current Chelsea player Callum Hudson-Odoi.
Iran use their strategy of passionate fans, a unique culture and hospitable people for all to come and experience a tournament like no other.

Just one and a half page though. And oh, they also depend on four legends.
Qatar proudly boasted that with so many international sporting events hosted, and more to come (World Cup especially), there is no need to build any infrastructure. They are more than ready.

Something like JDT vision, even grander.
Saudi Arabia hope with the Asian Cup hosting, their vision on opening up the country will go full speed.

Chapter 2: Host country information.

India plan to use 11 cities, Qatar 10 stadiums within 20 km radius, Saudi Arabia just use 3 cities (Riyadh 5 stadiums, Damman 3 and Jeddah 2)
Iran is the worse among the 4 bids. They do not show a central map like the other 3 bids. And they display the proposal cities like a travel catelogue.

This is Tehran.
Other info in this chapter includes short information of the bidding country, public holidays, governance system, football in the country, as well as tourism market.
Chapter 3: Football Development

All 4 bids generally talk about their football tournaments, leagues, youth developments.

India use their strength in fan culture. With clubs being named together with the fan supporting group.
Iran boasted their football exports. 45 played in foreign leagues.
Qatar not enough with their 2022 legacy. They plan to build another legacy after 2022.
Not wanting to left behind, Saudi Arabia with their own version of Aspire Academy. And they also start to concentrate on women's football.

I hope Brunei is watching. Especially on women's game.
Chapter 4:

India, Iran and Qatar all declared no new stadiums need to build. Saudi Arabia to build 3 new stadiums in Riyadh and 1 in Dammam.
Chapter 4 is stadiums. Forgot to add.

Chapter 5 is official training ground. Nothing interesting.

Chapter 6 is team and referee facilities. Also nothing interesting.
Chapter 7 is similar to Chapter 6. Accommodation for teams and AFC officials.

Bottom line for Chapter 6 and 7, all bidding nations need to provide 5 star hotels.
Chapter 8. Transportation.

India is like the next Asian Cup host in China. Money and time to spend travelling. Assuming stay from the start of tournament all the way till the end.
Meanwhile Iran shows you the railway system.

And the point of showing distance from country to Tehran?
Qatar will depend on their existing infrastructure build upon 2022. Little investment needed.

Also a dedicated tournament route network for smooth journey to and from stadium.
Saudi Arabia transportation system is also good. Travelling not so taxing.

Riyadh will build a metro system. Jeddah and Damman already have bus network.

Pix below is the high speed train between Dammam and Riyadh. First class ticket is 31 USD.

Almost same price as KTM ETS.
Chapter 9 is IT and telecommunications.

Nothing interesting. But have a look at the internet price per country. Saudi Arabia did not include theirs.
Chapter 10. Security.

Again, nothing interesting. Qatar though wants to tell you this.
Chapter 11. Health and medical system. Nothing interesting.

Chapter 12. Official functions. Some hotels will act as host for the preliminary draw, the finals draw, technical workshops during the tournament and also the congress.

And of course, official banquet also must be held
Saudi Arabia plan to use one of the hotels for official function.

I mean, if anyone know their geopolitics, this is something....
Chapter 13. Media and Communication.

Nothing interesting. Though India already plan well how to make great publicity. Unlike *cough* Malaysia 2007 *cough*

Qatar and Saudi Arabia boast about their IBC and media reachout. But none as strategic thinking as India.
Iran on the other hand just show one page. Pathetic.
Chapter 14. Event promotion.

Look at India and Qatar. Both of them carefully plan on how to promote the event.
Saudi Arabia strategy is all wording. But this part is like some sort of a customer guarantee.
Iran just do fan zones. That is all.
Chapter 15. Marketing. Nothing interesting from me.

Chapter 16. Legacy. Is basically back to Chapter 1 on why they should be the host.
Chapter 17. Finance. Quite vague here. Saudi Arabia and Iran provide their budget but did not display total budget figure. Only per year basis. India total budget is USD 44 million. Qatar USD 136 million.
Projected ticket revenue.

Iran the cheapest. Followed by India and Saudi Arabia. Qatar is the most expensive.
Two hours for me to go through all 4 bid books. Phew.

From glance, Qatar is strong favourite. India dark horse in this. Iran is clearly out as some parts left head scratching, as well as few issues they dare not talk about.
Decision next year. During AFC Extraordinary Congress.

One day FAM should bid for Asian Cup. And Azizon Abdul Kadir to speak in front of delegates why we should be host in 2031. Wouldn't it be wonderful?
