The problem is two-fold:
Firstly, there is a trust deficit between the state & citizens. This deficit is caused by the fact that the state often fails to deliver basic services; public sector corruption is endemic; & state officials are often unresponsive & arrogant. No trust.

Secondly, the state’s mode of governance vis-a-vis impoverished people is often not democratic. It’s a mode of governance based on a mixture of coercion, paternalism and infantilism, ag-shemnism, and all manner of violence.
3/ Thus getting citizens to comply with regulations was always going to be a challenge. This is why the state deployed the army to discipline and coerce “our people” into compliance. The brazen and predictable looting of PPE funds didn’t help to ameliorate the trust deficit.
4/ To deal with the 2nd wave, the first thing the state will do is to ban or severely restrict the sale of alcohol. This is because the state primarily views everything from the “our people don’t know how to behave” prism. People must behave & comply. The state must rebuild trust
