The reality is that Denver may be as far from contending as they appear to be right now, but they could also be a lot closer than they appear to be right now. The biggest weight that will shift the scale one way or the other lies on the development of Lock and how he progresses.
I think if you're Denver, you really look closely to bringing a QB like Tyrod, Brissett, or Dalton to come in and push Lock throughout the offseason and camp.
I believe Lock will make the leap in '21, but you can't go into '21 without a viable plan B in the case he doesn't.

'22 is the year to draft a QB or make a splash if Lock ISN'T the guy, and the team continues to get better but Lock doesn't catch on fast enough to keep up(I have full faith that he will, but you also have to consider the other side as well).
I think Denver really just needs to get back to the drawing board this offseason and hit this offseason out of the park in terms of solidifying depth on the defense, and finding that piece on the right side of the offensive line.
Everything else about this offseason is going to be about the rehab of injured players, and how much these meaningful reps have helped our young playmakers mature into professionals who can handle the adversity.
