I have just finished reading the ICS Next Steps Paper.
There are 2 power plays in it that are vv interesting. Firstly, removing GP-CCG conflict of interest.(3.21)
Second, the big shift in accountability from NHSE to ICSs.

And the ICS is about Place. Which means that health and local govt, housing, regeneration, jobs, private sector and people (if their ICS permits) have some big challenges ahead. Good ones tho.
I would expect some major position shifts in ICS leadership in 2021-22. Senior folks from NHSE and Providers will become ICS leaders. Because, (simply) that is where the power is.

1) DHSC (losing responsibility to delegated systems)
2) NHSE (losing enforcer role to ICS)
3) GPs (no longer commissioners)
4) Acute Providers (less power)
