3. Proxies allows for the role of states and enablers, who train and arm these groups to become more dangerous and to align their violent operations to the mission of the proxies. It also conceals the sponsors from accountability, and they can conduct illegal acts with impunity.
4. It's always civilians that pay the price - the civilian catastrophe is designed to topple governments, and who comes in is often not favorable to the people. Often takes for the form of 'strong men' who then oppress in the name of order, but now sit on the national wealth.
5. We also see them used in terms of strategic burdens on international conventions such as the UN (Geneva) and Sanctions, the ICC etc. By making these laws appear impotent or ineffectual - strategic burdens and strategic instability proliferates.
