Discretion’ sounds like a good idea...it’s however a killer of equality. We know that. That is why...every system pretty much relies on it, to try to avoid accountability & transparency. Make rules then allow itself that green card to breach* them. This is how gatekeeping works.

Then...the discourse is the rules are the rules. Which means absolutely nothing. The rules only become rules if they are applied. Equally. They are not. And we ALL know it. The bulk of discrimination that happen today.

Hence why discrimination is hard to prove in law. No one keeps a record of the non-application of rules. They just disappear with winks & little slaps on the hand. Then comes Mrs Other or Mr Black & we make sure rules stick & follow them through...because the rules are the rules.
