We kind of have overheads in the form of down sending moves like falco/marth/falcon dair and multihits but not every character has those and they have faults that make it better to be hit by them while holding down than anything else not holding down

Falcon stomp is an exception, because it's a meteor and you always get popped up or go into an insane amount of grounded stun, falco/marth dair you can both just tech forever and go to the edge of the stage which usually gets you out for free. Alternatively just slide them off
and multihits can be SDId and are worse on shield in most cases, jigglypuffs dair is an exception to this because hers scale with % so even if you sdi out at high % she still gets her confirm regardless, and she can drift to make it safe on shield unlike pretty much everyone else
I think overheads might be cool in the way that ensuring every character having at least one or two useable overhead moves and keeping CC and ASDI down in as mechanics would make for much more enjoyable defensive decision making than what currently exists in later smash titles
But I wouldn't want them in melee specifically I don't think, I think the top level meta is very healthy defensively and offensively

The game would be unrecognisable with a clear rock paper scissor dynamic like that

But for a melee-esque game it sounds great
