Okay so I got to thinking... we know that canonically Kirishima has got money, and I headcanon that his home life isn't great as evidenced by how he works to get into UA by himself and is shown alone in the dark when he gets his acceptance hologram, the only celebrating he gets
is with some of his middle school classmates. I think he's got rich parents that leave him alone most of the time and throw money at him as a substitute.
So when he starts developing feelings for Bakugou he gets scared and he resists.

All his real life examples of love are like his parents: distant, disinterested, and largely unhappy. If that's what being in love with Bakugou is going to be like, he doesn't want it.
He cares about Bakugou and their friendship, and he won't risk losing that by turning it into a relationship.
Bakugou on the other hand, was raised by deeply passionate and involved parents. They might not have always seen eye to eye on everything, but they care about him and each other very much.
And when Bakugou starts to develop feelings for Kirishima, that's what he expects: passion, love, and support. That's why he doesn't understand why Kirishima doesn't respond to his flirting.
He doesn't get it, Kirishima is a passionate guy and he would /swear/ Kirishima liked him back. But Kirishima always laughs it off, turns it into a joke, or pretends he didn't hear. It doesn't start to make sense until Bakugou goes home with Kirishima one weekend.
The house is huge and empty. Everything is picture perfect, not a speck of dust, everything arranged just so. There's one photo, hanging above the fireplace in the main living room... Kirishima isn't in it.
They spend most of their time in Kirishima's suite, where the atmosphere is more what Bakugou expected: warm, a little messy, full of workout gear and video games.
The next day, they hear voices drifting up the stairs. They are obviously unhappy and tense, and then there is a slamming door and silence. Kirishima has ignored the whole thing, but Bakugou hears him mutter under his breath "No point even being in a relationship."
They keep playing Smash, but Bakugou thinks he might understand some things a little better now.
A few weeks later, Bakugou brings Kirishima to his house for the weekend. The house is pretty big but not empty at all. His parents' lives take up a lot of space and Bakugou slips right in, shouting at his mom, helping get dinner on the table, discussing the week with his dad.
Kirishima, normally loud himself, is unprepared for this. He doesn't know how to be passionate in a family setting. But when they head back to school, Kirishima tells Bakugou how cool his parents are, that he was really glad to meet them.
Bakugou brings Kirishima home with him more often.
Maybe one day, Eijirou will understand that love and relationships aren't all bad, that they can be what the people in them want to make them... and that if Eijirou wants, Katsuki will be there to make theirs as passionate as he can.
