In a @CBCWindsor article the same passenger numbers are quoted. Keep in mind though when you read numbers like that, it is just one metric. In terms of aircraft movements, Windsor is the second lowest NavCanada controlled airport in the country. The other airports on the list are in the bottom 12 of 40.
