For context, here are the fixtures between GW16-GW20 
My potential strategy is WC16, BB19, [WC25/29, FH26/29/33, TC26/DGW]*.
This strategy relies on having WC1 and using BB19. Those without WC1, could still use this if you have a good squad currently to navigate BGW18 / BB19.

To start off, I look at using my chips in isolation. This way I form a picture of what is the likely maximum points I can get with my chips (WC16 - judged over a period of 6-8 weeks, FH18 and BB19).
I then go on to combine a team that fits all (WC16, no FH18, BB19).

Here is my ideal BB19 team:
Triple LEE and WHU – amazing fixtures and value
3 LIV/MUN – premium assets
I don’t fancy >1 player from FUL, WBA, BUR, CHE, LEI, SOU.
Single fixture: Kane and Son vs SHU. Silva (cheap) vs WBA. All 3 plays BGW18.
Don’t overlook single fixtures!

Here is my ideal FH18 team:
1st class: Kane, Son, KDB, Sterling
2nd class: Grealish, DCL, Wilson.
3rd class: Leno, Stones, Gabriel, Lewis
Better team value = better defenders.

Main reason for no FH18 is low upside. 5 fixtures means choices are limited. Backing players in opposite teams is not ideal unless you fancy goals.
GW18 standouts are MCI & TOT(?), other 3 fixtures are tricky. FH in big DGW like 26 or blank 29/33 with more fixtures is better.

I expect returns from my 4 1st class players, and only 2-3 returns from my 2nd and 3rd class list together. Is 6-7 returners enough from a FH chip?

So let’s put it all together. Let’s tweak my BB19 team into my WC16.
My BB19 team will hold itself well over 6+ GWs – WC16
I’m happy to carry triple LEE & WHU + double TOT + 3 premium LIV and MUN assets. City & Villa have tough fixtures in 16-17 so happy to go without.

On WC16, I need to have players from my 1st class list for GW18 (likely returners). Turns out I already have Kane & Son from my ideal BB19.
I will hokey cokey Salah & Bruno > KDB & Sterling for GW18 and reverse in GW19. That’s 4.
Silva is 5 (covers DCL in ideal FH18 team)…

..Johnstone & Taylor > Leno & Gabriel instead on WC16? Arsenal (I know..) decent fixtures 16-19 and can match the former pair in DGW19. That’s 7.
These 7 players could be enough to keep pace with those on FH18, whilst I still have FH for DGW26 / FH29/33 and chase more points

Some may say those without FH later can still field lots of DGWers anyway (opportunity cost).
However, with no crowds and tight turnarounds, fixture changes notice (FA Cup / covid) are quite short. It gives you less time to plan in advance. FH is a short notice quick fix

Another benefit of no FH18 is you avoid wasting transfers for 3 weeks. If you WC16, it’s unlikely you need a transfer in GW17 and possibly even GW19.
If you FH18, you lose the carried over FT from GW17 for GW19 too. For me this can be better utilised.

As discussed above, I need to
Bruno & Salah > KDB & Sterling in GW18 (2 FTs) & GW19 (-4).
The downside is I’ll lose a bit of team value, and I’ll need a -4 hit. You could avoid this hit by keeping 1 of KDB or Sterling as MCI have CRY (H) in DGW19, if you prefer.

To summarise, here is the potential WC16 team:
WC16
GW17 - Roll FT
GW18 - Bruno & Salah > KDB & Sterling
7 players total (likely returners)
GW19 - Reverse above for -4
10 DGWers and 5 SGWers, pretty much my ideal team anyway
I’m not compromising much by no FH18.

I hope you found this useful. This strategy allows flexibility too, i.e WC16 on basis of no FH18 and then decide last minute whether to FH18. Circumstances may change. Usual caveats apply of ‘do what works for you’.
