If the crimes and backroom deals of the established ruling class were fully exposed, ambitious men 2-3 rungs below the incumbent ruling class would easily be able to rally the masses to overthrow the existing hierarchy and install an alternative, namely themselves.
It's important to control and channel the masses' organic resentment of the ruling class, so the masses cannot be commandeered by the truly dangerous Interlopers who have the means & talent to dethrone the incumbent aristocrats.
This is what is commonly referred to as Controlled Opposition: a loud and public movement which impotently criticize the existing order.
They are a bright shiny object (ultimately owned & controlled by the ruling class) which lures potential rebels into a neutered corridor.

False rebellions, controlled by the ruling class accomplish several objectives:
1. They channel the organic discontent of the masses in a safe direction.
2. They can be used as cannon fodder to commit crimes against the true enemies of the ruling class w plausible deniability

Joining such an organization gives them a list of names & addresses of everyone dissatisfied with existing order enough to be part a nominal rebellion.

Snowden and Assange are *famous* rebels who threatened the ruling class. Their fame keeps them alive; while the ruling class would prefer those two dead, it'd raise too many questions.

All SUCCESSFUL rebellions follow the same pattern:

The rebels themselves will commit some crimes and atrocities in the course of their rebellion, and make sure history books cover up their own crimes while amplifying the misdeeds of their cruel former aristocrats to frame their rebellion as just and righteous.
Successful rebellions will be some of the most lied-about and intentionally mis-documented parts of history.
