Apparently a man was in the RV warning people over a loudspeaker.
A minute prior to the explosion the man began playing Christmas Music, then detonated.

Speculation: If this was some form of coordinated attack, seems fraught with risk to leave the "device" in place for 5 hours before an attack. You would think an attack would call for the device being exposed as little as possible.

Looks like the business across the street from the Telecommunications Hub took the brunt of the damage from the explosion.
Ground floor appears to be Bartella Italian Food Restaurant, 2nd story a residential flat.
