It’s helpful to look at the records of IRA bombings in the UK. The IRA saw many of its bombings as “armed propaganda”—a means of communication rather than paramilitary attack. For that goal body counts aren’t just unnecessary, they’re counterproductive.

One other clue as to what might be going on: The IRA was conscious that many of its bombings took place on their own home turf. They needed their people to support them. So they planted targeted bombs with warnings. The message: We’re the resistance, here to liberate, not harm.
