1/ Disturbing NDAA elements re: North Korea. In several places, there is a prohibition for providing DPRK with any type of assistance, and a prohibition for anything that helps facilitate peace talks. In essence, the NDAA has put up road blocks to diplomacy w/ DPRK.
2/ The only funds allowed re: DPRK is for propaganda Ops. Specifically, internet based propaganda (promoting human rights and democracy). None of this should be allowed, especially since South Korea just made running propaganda Ops in their country, against DPRK, illegal.
3/ South Korea enacted this law because they say these Ops are undermining their peace talks.
4/ I also noticed more creative accounting going on, with respect to propaganda Ops against DPRK:
BROADCASTS.—Funds appropriated by this Act under the heading ‘‘International Broadcasting Operations’’ shall be made available to maintain broadcasting hours into North Korea ...
5/ Under "International Broadcasting Operations" and the subheading "Global Internet Freedom": "Provided further, That funds ... shall be matched ... by sources other than the United States Government, including from the private sector."
