Unfortunately, it only left us with a suggestion. If we wanted to force SCOTUS to hear the case, the plantiff would need to be the United States collectively, as a whole.
This made me wonder who could file a lawsuit on behalf of the entire country. So, I started to research exactly that. This is what I found:
Turns out that any U.S.citizen can file a lawsuit on behalf of the United States Government under the "False Claims Act" as long as they meet two KEY elements.

Then I see that lawsuits under the False Claims Act are filed under seal. So we wouldn't know if a lawsuit had been filed. Nobody would - not even the defendant.

So let's recap shall we? We are given a hint in the form of a question that directs us to research further. That research leads us to the False Claims Act. Also known as "Lincoln Law"

Allowing anyone to file a lawsuit as long as the meet two KEY elements:
The first KEY element being evidence of FRAUD perpetrated against the U.S. Government.
