For those wondering about the relevant law:

It was fine to ask the driver why he was rolling up the window, to order the driver to get out of the car, and to tell the other driver not to block the road while he watched. But....
The handcuffing was unlawful, based on the video, as merely raising a window doesn't show a threat to officer safety. https://scholar.google.com/scholar_case?case=16431674686905957073&q=616+F.3d+1108&hl=en&as_sdt=2006 . . . and there was no probable cause to justify an arrest for a crime as far as we can see.
The arrest of the guy across the street was unlawful, too, both because it appears to be retaliation for watching the arrest and b/c there doesn't seem to be probable cause that he violated the claimed offense of blocking the road. https://codes.findlaw.com/tx/penal-code/penal-sect-42-03.html
