AOC did a very good thread when she first got into Congress about how lobbyists work -- they don't (usually) just come up to you and say "here's some money, vote for the legislation that helps my industry, ok, thanks, bye"
What they do is establish a relationship. "You're new in town, let me take you to lunch at the Brasserie, their mussels and frites cannot be *believed*"

Then the food really is that good. And over lunch, you talk.
They don't ask for anything right away. Maybe they never specifically ask for anything at all! They just become your "friend" and talk about things that a "friend" would do for them, maybe things a "friend" would do, in return, for you.
