1. The US could but does not restrain #Pakistan for its use of proxies with sanctions. There will be no clear route to restrain them and their use of proxies in #Afghanistan. There might be a way though for the people of Afghanistan to seek justice and compensation.
2. The victims of indiscriminate and #targetedkillings could launch a class action lawsuit against the ISI which would then make asset seizure possible against the Government of #Pakistan it would also make the content of judgments public showing the mechanics of how they operate
3. We've seen civil cases used before against the IRA to great effect in the UK, and we're working on other terror based civil cases against governments to enforce those judgments. It's a very viable tool.
