Two major rhino horn shipments were uncovered at Ho Chi Minh City airport on Dec 22 arriving on separate flights. On Dec 23, the incident was publicised indicating the investigation was complete and frustrating possible follow up in the countries involved. http://bit.ly/2JeAveX 

Without knowing anything about this specific case, it’s clear that limited (or no) enquiries have been made. It simply isn’t possible to explore all avenues of such an organised crime involving several countries, two airlines, two flights, documentation, and possible suspects.

Seizures of contraband, whether rhino horn, amphetamine, or counterfeit pharmaceuticals, may constitute enforcement of sorts, but they’re not an outcome, nor can they be considered as investigation. We can’t seize our way out of wildlife crime.
