Officer Stephanie Mohr likely would have gotten away with it except for @RCastanedaUSN, a former Post reporter who wrote several stories about the out-of-control K-9 unit in Prince George's County, Maryland. Mohr's supervisors knew about her record of brutality, but kept her on the job. Back in the 1990s, the Prince George's police had a terrible problem with excessive force and police shootings. It took many years - and numerous exposes by the WaPo - before things improved.
